What it is
Mega Man at the Tokyo Olympics is story-driven ROM hack of Mega Man 3 created using the Mega Man 3 Improvement engine. The game sends Mega Man through custom levels themed around a fictionalized version of the Tokyo Olympic Games, routing players across stages named after Japanese provinces and metro lines instead of traditional Robot Master zones.
